Regulating Large Language Models

1. Policy Summary

Establish a framework to heavily regulate the use of Large Language Models (LLMs) in city government. This framework will include job security, ethical usage, and privacy protections.

2. Background & Rationale

  • LLMs are extremely damaging to the local environment where their servers are located; consuming inordinate amounts of fresh water and electricity for minimal results.
  • LLMs, as of now, have no consistent or proven use case. Investing so early (as with the 12 million dollar security cameras) is an unquantifiable value proposition.
  • LLMs severely damage job growth in entry level white collar jobs like coding, accounting, data entry, and administration.
  • LLMs are often used in a surveillance context to remove human input from justice and policing. However, language models like the ones used in the Axon security cameras are prone to hallucinations.
